REPORT OF THE UNDP/GEF PROCARIBE+ INCEPTION WORKSHOP AND FIRST PROJECT BOARD MEETING

Annual reports tracking the project's progress and ensuring compliance with GEF requirements.

Purpose:

• Monitor the project's progress (July–June) annually and ensure data quality before submission to the GEF.

Process:

• Reports will be shared with the Project Board.
• UNDP will conduct quality assurance to inform the next annual reports.

Timeline:

• Annually, typically between June and August.

Key indicators to monitor global environmental benefits throughout the project lifecycle.

Purpose:

• Track and report on the project's contributions to global environmental benefits, using predefined GEF methodologies.

Responsibilities:

• The project team updates indicators status.
• Data collection methodologies are aligned with GEF guidelines.
• Indicators are reviewed and updated before mid-term and terminal evaluations.

Data Collection Methodologies:

• Defined by GEF policies and accessible on the GEF website for use in evaluation missions.

Timeline:

• Indicators must be updated before the Mid-term Review (MTR) and Terminal Evaluation (TE).

GEF Core Indicators

An independent and impartial evaluation to assess project progress and provide recommendations for adjustments."

Purpose:

• Evaluate the project's implementation and results at the mid-point to ensure alignment with goals and suggest improvements if needed.

Evaluation Process:

• Conducted by independent evaluators not involved in project design or execution.
• Includes consultation with stakeholders and quality assurance by the BPPS/NCE-VF Directorate.

Timeline:

• Expected completion by June 30, 2026.

Key Outputs:

• Terms of Reference (ToR) for the MTR.
• The final MTR report is publicly available on the UNDP Evaluation Resource Center (ERC).
• Management response to recommendations posted within six weeks of completion.

MTE Report 

An independent and rigorous evaluation conducted at the end of the project to assess its overall effectiveness and sustainability."

Purpose:

• Evaluate the project's achievements, identify lessons learned, and ensure readiness for project closure.

Evaluation Process:

• Conducted by independent evaluators, not involved in project design or implementation.
• Includes active consultation with stakeholders and quality assurance by BPPS/NCE-VF Directorate.

Timeline:

• To be completed three months before the project’s operational closure date (February 1, 2028).

Key Outputs:

• Terms of Reference (ToR) for the TE.
• Final TE report publicly available on the UNDP Evaluation Resource Center (ERC).
• Management response to TE recommendations posted within six weeks of completion.
