Grievance Redress Mechanism

PROCARIBE+ is committed to environmental and social responsibility. As part of this commitment, we have established a Grievance Redress Mechanism (GRM) to ensure that individuals and communities can raise concerns related to project activities in a transparent, accessible, and responsive manner.

What is the GRM?

The GRM is a formal process that allows any person or group affected—or who believes they may be affected—by the PROCARIBE+ project to submit a complaint or concern. These grievances may relate to social or environmental impacts, conflicts, or implementation issues. The mechanism ensures these concerns are handled fairly, promptly, and transparently.

 

How does it work?

The GRM operates at two levels:

  • Project Management and Coordination Unit (PMCU): Receives, registers, and works to resolve grievances.
  • Project Board GRM Committee: Acts as an escalation body if a resolution is not reached at the PMCU level.

 

All grievances are acknowledged within five (5) business days, and we aim to resolve them within sixty (60) calendar days of receipt.

If a grievance relates to activities carried out by a co-executing partner, the concern should first be directed to that partner. However, complaints can be submitted directly to PROCARIBE+ in cases involving safety concerns, fear of retaliation, or if no resolution is reached at the project level.

What should be included in a grievance?

To help us address your concern effectively, please include:

  • Your name and contact information
  • A description of the issue and how it relates to PROCARIBE+ activities
  • The location and date of the incident (if applicable)
  • Any steps already taken to address the issue
  • Whether you prefer confidentiality

Anonymous complaints cannot be processed, but your identity can be kept confidential upon request.

Additional Support

If you are not satisfied with the response from the PROCARIBE+ GRM, you may escalate your complaint to the UNDP Accountability Mechanism or UNOPS, which includes:
